About Us Background The Watershed Forum was formed in 2003 as a result of the Monterey Settlement Agreement. Funding and Project Selection The Settlement calls for Plumas County to receive a total of $8,000,000 in annual installments of $1,000,000. Plumas County received the first payment during 2003 and will receive three similar payments through 2006. After 2006, the final four payments are contingent upon approval of a new environmental impact report for the Monterey Amendment to the state water contracts. Agencies and individuals interested in receiving Settlement Funds for use toward watershed management or restoration activities can submit project concept proposals according to the guidelines set forth on page 23 of the Feather River Watershed Management Strategy. The Settlement Agreement specified that the funds be split into two categories. Majority or “A” funds are awarded by the Forum and are to be used for watershed programs that meet the goals and priorities of the Feather River Watershed Management Strategy. Minority or “B” funds may be used for any purpose of the Plumas County Flood Control District, as determined by the Flood Control District with due consideration for the needs of the Watershed Forum. A Technical Advisory Committee (TAC) reviews the projects and the CORE TAC makes their recommendation to the Forum. A Process for Awarding Grant Money was developed in 2004 using the guiding principles for project selection contained in the Forum Bylaws and the Feather River Watershed Management Strategy
