What is the California Children Services (CCS) Program

The CCS office in your resident county can tell you if your child may be eligible for this CCS program. Requests for CCS coverage must be made on or before the day of service, except for emergencies. CCS is a prior authorization program. Who is financially eligible for CCS? Financial eligibility is based on the family’s adjusted gross income (AGI) as reported on California tax form 540 for the previous tax year. The AGI must be less than $40,000 unless your out-of-pocket expenses for the child’s medical cases are 20% of your income. What are the Annual Assessments and Enrollment Fees? An annual Assessment and an annual Enrollment Fee is required by CCS for some families. These fees are used to help cover the cost of treatment, processing applications, and coordinating care/services with doctors, hospitals and other agencies. CCS provides these services even when Medi-Cal or insurance pays for the care. How much is the fee? The annual assessment fee is $20. The annual enrollment fee is based on a sliding scale according to the family’s gross income as reported on federal tax form 1040 for the previous tax year and family size. When does the family pay? If a fee is required, the annual fees are payable within 60 days of the date the family is informed of their fee. Families sign a legal agreement which includes agreement to pay the fee. Failure to make payment within 60 days results in closure of the case and no further CCS coverage. What if the family cannot pay the enrollment fee? If a family is unable to pay the full fee because of undue hardship, the family may ask for a reconsideration. Undue hardship means, for example, the family now has either less income due to unemployment or change in job; or, the family has unavoidable expenditures reducing the ability to pay. How about payments to families from insurance or lawsuits? Families who have received payments from insurance companies for services paid by CCS shall reimburse CCS.
